Twinning network, consolidated within the conference organized by the State Chancellery
The conference "Strengthening of Twinning (TAIEX, Sigma and CIB) Networking in Moldova: How Do We Progress?" took place on December 14 and gathered about 100 participants - Twinning focal points within line ministries and agencies and officials of the State Chancellery and the Delegation of the European Union to Moldova. The Conference was organized by the State Chancellery (Policies, Strategic Planning and Foreign Aid Division) and the EU Project "Support to the Government of Moldova in building the capacity for application of Twinning, TAIEX and Sigma instruments, as well as in preparation and implementation of the Comprehensive Institution Building Programme (TTSIB)". |

Public Governance Reform in EU neighbouring countries, the topic of the second annual SIGMA networking seminar
In the period of November 24 - 25, the second annual SIGMA networking seminar entitled "Public Governance Reform in EU neighbouring countries" was held in Paris, France. Representatives of 11 countries participated in the seminar, Moldova being represented by the employees of the State Chancellery, Ministry of Justice, Ministry of Finance, and by the representatives of the European Union Delegation. The subjects concerning the new directions for the countries of the European neigbourhood policy, professional civil service - how it is achieved, new approaches on rule of law, and reform of public governance in the transition context were discussed during seminar. |

Steering Committee of the TTSIB Project gathered for the first meeting
The Steering Committee of the "Support to the State Chancellery" (TTSIB) project gathered for the first time on 18 November 2011 to assess work of the project in the Inception period and discuss the plans included in its Inception Report. The meeting gathered together national - Ruslan Codreanu, Head of Policies, Strategic Planning and Foreign Aid Division of the State Chancellery, Lucretia Ciurea, Head of Foreign Aid Coordination Unit, Andrey Wrabie, Project Manager of the European Union Delegation to Moldova, as well as international counterparts - Ivelina Dilovska, Project Director of Human Dynamics, Janos Zakonyi, Team Leader of the TTSIB project and Boris Smolin, Deputy Team Leader. |

Experts from the Agency for Protection of Competition, trained in professional English skills
The "Support to the State Chancellery (TTSIB)" project piloted an innovative initiative in the Agency for Protection of Competition. This refers to the professional Twinning English courses, delivered to civil servants involved in Twinning projects. It is obvious that partners of Twinning projects use specific terminology; and direct communication namely in Twinning projects is crucial for their successful implementation. These reasons were taken into account when planning a series of professional Twinning English courses for central public authorities, by the experts of TTSIB project. |

Civil servants from CPA, informed about the implementation of the new regulatory framework on public function regulation
Today, November 8, an extensive cycle of informing civil servants from the central public administration authorities (CPA) starts concerning the progress achieved in the implementation of the new regulatory framework on public function regulation. In this respect, the Personnel Policy Division of the State Chancellery staff has scheduled meetings within 24 central specialized bodies of the CPA in order to inform a big number of civil servants on the personnel procedures applied in civil service. |

The draft Law on specialized central public administration was approved
The Government, within the meeting of November 2, 2011, has approved the draft Law on specialized central public administration. The document was developed in order to fulfil the Activity Programme of the Government of the Republic of Moldova for years 2011-2014, being one of the priority actions regarding the implementation of the central public administration reform. |

The Government, within the meeting of October 12, 2011, has approved the draft law on civil service pay system. The purpose of the action is to implement a transparent, clear, flexible, coherent, equitable and motivated civil service pay system, based on professional performance, which will stimulate and maintain in civil service highly qualified and responsible specialists. |

Today, September 30, the Steering Committee on development of the new strategic planning document „Moldova 2020" summarized the first stage of development of this document. This refers to contributions of line ministries to those 7 development priorities (relevant studies for career, good roads everywhere, accessible and cheap finances, business with clear playing rules, equitable and sustainable social insurance, safely delivered and efficiently used energy, responsible and incorruptible justice). |

Heads of HR units meet for the third time this year
According to tradition, heads of Human Resources (HR) units from central public authorities and staff of the Personnel Policy Division of the State Chancellery meet quarterly to discuss news in the area and to share the experience. The Single Classifier of public functions was approved
The Parliament, at the meeting of July 21, 2011, passed the Law on approval of Single classifier of public functions. Its main purpose is to objectively differentiate public functions according to complexity level of tasks and management and decision responsibility level; to increase the clarity/transparency level of different types of public functions by offering generic descriptions that will serve as reference for drafting of job descriptions; to establish general framework for civil servants' professional development system, as well as to set specific minimum requirements towards civil servant. |

New draft document on strategic planning, "Moldova 2020", presented today
At the Inter-ministerial Committee on Strategic Planning meeting, the government's secretary-general, Victor Bodiu, unveiled a new draft document on strategic planning, "Moldova 2020," that is to replace the present National Development Strategy.Victor Bodiu said the objective set while elaborating the new strategic document is to speed up the economic growth and reduce the poverty. |
